Gardeners who work in a commercial capacity should carry our risk assessments and have a duty of care both to themselves and to any co workers.
Health and safety encourages operators to work a buddy buddy system so that any accidents or injuries are immediately reported and dealt with.
In a domestic situation the operator often works alone and because of the nature of the job, often working from ladders or some kind of elevated platform the risk is increased. There is also the added danger of being obscured from view if working behind trees, shrubs, other hedges or fences and therefore not always in view of any house windows.

You may have found this site with the intention of buying a new hedge cutter or mowing machine so before you make your mind up, I have prepared a few articles on my Landscape Juice site that may help in understanding some of the process of hedge cutting.
